Belize is opening a regional visitor card to Quintana Roo residents from November 1

From November 1, Belize's immigration office will formally issue a Tarjeta de Visitante Regional, a Regional Visitor Card, to Mexican citizens from Quintana Roo, Yucatán, Campeche, Chiapas and Tabasco. The same office moves from appointments on Mondays only to a daily service, Monday to Friday. What the card costs, how long it lasts and what documents it requires have not been published.

That last sentence is the one to act on. The change is real and dated, and the practical terms are not out yet.
What changes, and for whom
Until now, a Mexican tourist could enter Belize only with a passport, plus exceptional permits. Local border passes had been suspended for just over five years. The Regional Visitor Card restores a middle option between a full passport crossing and nothing, for residents of the five states named above.
The office issuing it sits in the Belize border zone and has been operating for about two months, by appointment, on Mondays. From November it is open daily, Monday through Friday. For anyone in Tulum, that is the difference between planning a border errand around a single weekday and simply going.
Belize is, as the announcement points out, the only Central American country whose official language is English. The announcement describes the card as being for "los mexicanos" of the five states. Whether that means Mexican nationals only, or anyone resident in those states, is not spelled out, so foreign residents of Quintana Roo should not assume it covers them until Belize publishes the eligibility rules.
Who is announcing it, and who is not
The announcement comes through business organizations rather than through a government. Efren Pérez, national president of the Belize Tourism Industry Association, set out the plan. Josué Osmany Palomo Hoil of Coparmex Chetumal joined him in confirming the launch of the border strategic agenda. The card itself is attributed in the reporting to the Belize immigration office rather than to either of them. Governor Mara Lezama is expected to take part in the launch of a Mexico and Belize border strategic agenda shortly, on a date not yet announced.
No Belizean government official is quoted. That is not a reason to doubt the substance, because the BTIA is the industry body that would know, but it does explain why the operational details are missing. A chamber of commerce can tell you a service is starting. Only the immigration department can tell you what it costs.
The context: a border that has been quiet
Cross-border movement at the two bridges has been irregular this year, and visits by Belizeans to Chetumal have fallen in recent months. The two bridges had previously reached historic figures of between 500,000 and 600,000 crossings in total. The card is aimed at the other direction of travel, Mexicans going south, but both flows sit on the same two bridges and the same two economies.
It is worth being clear about what that figure is. It is a historic figure for total crossings at the two bridges, with no period attached, not a current annual rate, and it is not a forecast of what the new card will produce. Nobody has published a projection for the card's uptake and this article does not offer one.
What it does and does not mean
It does not mean the border is now open to casual crossing. A regional visitor card is a document with conditions, and the conditions have not been published. Anyone planning a trip around it should treat November 1 as the date the office starts issuing, not the date the rules become clear, and should call ahead.
And it does not replace the passport. Mexicans could already enter Belize on one throughout the five years the local passes were suspended, so what returns here is the simpler document, not the ability to cross.
What it does mean is an issuing office open five days a week instead of one, and a regional document available for the first time in just over five years. For Tulum, at the northern end of the same state, that makes a southern trip appreciably less of an undertaking.
For owners, in one line
If you own in Tulum and employ anyone locally, the people who work for you are the people this applies to. It is worth knowing the date, because the office in the border zone will be busy in early November and an errand that took one Monday appointment now has five days a week to land in.
