A Halved VAT for Cozumel, Isla Mujeres and Holbox Reaches the Finance Committee

A bill now sitting with the finance committee of the Chamber of Deputies would halve value added tax on three Mexican islands, all of them in Quintana Roo. Cozumel, Isla Mujeres and Holbox would move from the standard 16 percent rate to 8 percent, alongside income tax credit mechanisms and measures on fuel price and supply.

The initiative was brought by federal deputy Marybel Villegas Canché and would add an Article 39 Bis to the Federal Fiscal Code. Deputy Rocío Abreu Artiñano is a co-sponsor, and it has support from Morena and from legislators in other parties. It was introduced in the previous legislative session and was reported as advancing on 4 September 2026.

The argument being made

The case is a logistics one rather than a tourism one. Everything consumed on an island arrives by boat. In the words used to introduce the bill, transporting food, merchandise, fuel and other supplies adds costs that are passed on through prices and affect families, workers, businesses and service providers alike.

Villegas has been careful about how she frames it, describing the measure as addressing the economic and logistical inequalities island communities face because of their geography, rather than as preferential treatment. That distinction matters for the bill's chances. A reduced rate presented as a favour to three tourist islands is a harder sell in committee than one presented as a correction for the cost of the crossing.

What a halved rate would and would not do

It is worth being precise, because this is the sort of proposal that gets over-read. A reduced VAT rate applies to goods and services sold on the island. It would show up in the cost of a meal, a tank of fuel, a supermarket basket and a hotel night. Mexico does not charge VAT on residential property sales, so a change to the rate is not a change to what a home costs to buy.

Where it would register for a property owner is in the running of a place rather than the purchase of one. Construction materials, contractor services, furnishing, maintenance and the management of a rental all carry VAT, and on an island they carry the freight cost first and the tax on top of it. That is the compounding the bill is aimed at.

It is a proposal, not a rate change

This needs saying plainly. The bill is in committee. It has cross-party backing and support from business, tourism, industrial and social organisations as well as island residents, and none of that is the same as a vote. Reduced-rate border and frontier regimes have existed in Mexican tax law before, so there is precedent for the mechanism, but no rate has changed and no date has been set.

The three islands named are not interchangeable. Cozumel is the largest by a wide margin and the busiest cruise port in the Caribbean. Isla Mujeres is a short ferry from Cancún and almost entirely built out. Holbox has no paved roads and a permanent population in the low thousands. A single rate applied across all three would land very differently on each.
