Tulum Advances Proposal for Public Beach Access at Jaguar National Park

Tulum is taking a proactive step to enhance its tourism appeal and community well-being by proposing free public access to the beaches of Jaguar National Park. The initiative, unanimously supported by the City Council during its 20th session, aims to strengthen beach accessibility and promote inclusive tourism in one of Mexico’s most iconic coastal destinations.
The proposal, presented by Councilman Jorge Portilla Mánica, will be forwarded to federal authorities for review and consideration. It suggests lifting entry fees for beachgoers during the current season as part of a broader plan to boost visitor numbers, support the local economy, and celebrate Tulum’s identity as a welcoming, nature-connected destination.
Portilla also proposed creating intergovernmental working groups with municipal, state, and federal representatives, as well as legislators, to coordinate strategies for improving hotel occupancy and revitalizing tourism through events, cultural initiatives, and better public access. Among the ideas discussed was a summer festival to showcase Tulum’s music, culture, and Caribbean energy.
Local business leaders have voiced support for the initiative. Antonio Paparela, a longtime tourism entrepreneur in the area, emphasized the value of making beaches accessible to all. “Tulum is a beach town. It should be easy for people—residents and visitors alike—to arrive with a cooler, a towel, and enjoy the sand without barriers,” he said.
The call for free access aligns with recent discussions held between tourism authorities and Verónica Genovaly, Director of the Environmental and Labor Unit of Jaguar National Park, who confirmed that the request has been formally submitted to federal agencies for evaluation.
Meanwhile, efforts to improve urban infrastructure continue. In the same council session, Tulum officials approved the incorporation of a donated land parcel from Cadu Inmobiliaria S.A. de C.V. into municipal assets. The land will be used for future development projects aligned with the town’s urban growth plan.
Updates to Tulum’s regulations on urban planning, treasury operations, and administrative oversight were also passed unanimously—reflecting a larger effort to improve governance, strengthen regulatory frameworks, and support sustainable growth.
As Tulum continues to evolve, initiatives like public beach access signal a strong commitment to equity, hospitality, and the preservation of its natural heritage—ensuring that locals and travelers alike can enjoy the coastline that defines the spirit of this world-class destination.
