Isla Mujeres Publishes the First Official Diving Guide in Quintana Roo

On 3 September 2026 the municipal government of Isla Mujeres published a diving guide to the island and described it as the first official one produced anywhere in Quintana Roo. For a state whose entire coastline sits on the Mesoamerican Reef, that is a slightly startling claim, and as far as we can establish it is accurate.

The guide was put together by the municipality with the island's association of divers and representatives of the local maritime sector, and presented by the mayor, Atenea Gómez Ricalde. She said it “strengthens the promotion of Isla Mujeres as a dive destination and encourages responsible diving practices”.

What is in it

Four things, and the mix tells you who it is for. Maps and descriptions of the dive sites themselves. Safety measures and the maritime regulations that apply on the water. A directory of nautical service providers and the sustainable experiences they run. And a set of promotional strategies aimed at both the domestic and the international market.

That last item is the giveaway that this is a tourism document as much as a safety one, and there is no reason to pretend otherwise. But the first three are the useful part. An official list of sites with the rules attached is the thing that lets a visitor tell a properly run operator from someone with a boat, and it gives the island's own dive shops a published standard to point at.

Why the island rather than the state

Isla Mujeres is a separate municipality, not a district of Cancún, and it behaves like one. It is a small island reached by ferry, its economy runs on tourism and fishing, and the pressure on it is concentrated into a few square kilometres in a way that the mainland resort corridor does not experience. A municipality that size can publish a guide to its own dive sites in a way a state government, covering everything from Holbox to the Belize border, realistically cannot.

The season this lands in

The timing is not accidental. Whale sharks aggregate in the waters off Isla Mujeres and Holbox from June to September, and the guide arrives at the end of that run. Sea turtle nesting on the island's beaches runs from May to October, and the local conservation programme protected more than 1,100 nests in 2025 and returned over 98,000 hatchlings to the sea.

Those two things are the island's genuine natural assets and they are also the two most easily damaged by unregulated boat traffic. A guide that puts the regulations in the same document as the dive sites is a reasonable response to that. Whether it changes behaviour on the water is a separate question, and one no document answers on its own.

The wider picture

Marine conservation on this coast has had an unusually visible year. Playa del Carmen recorded more than two thousand turtle nests, Puerto Morelos has been extending its anti sargassum barrier, and across the channel Cozumel has just seen a cruise terminal rejected on reef grounds. Isla Mujeres publishing a dive guide belongs in that sequence rather than on its own.
