Six Hundred Plated Mototaxis and a Service Map for Puerto Aventuras

The Quintana Roo mobility institute has fixed the number of mototaxis that may operate in Puerto Aventuras at six hundred. Between two hundred and two hundred and fifty of those will serve the Villas del Sol and La Guadalupana polygons, and the institute is working with municipal officials to draw the boundaries the rest will run inside.

The figure was confirmed by IMOVEQROO on 14 July 2026. David Armín Cosgaya Mena, the institute's delegate in Playa del Carmen, said the polygons are being defined jointly with the municipality of Solidaridad. Alongside the cap came a blunt instruction to operators: plate the vehicle or do not run it. The institute said there would be no tolerance for units that fail to complete registration.

A cap is not a crackdown

It is worth reading the decision the right way round. Setting a number and drawing a service area is how an informal trade becomes a licensed one. Before this, mototaxi service in Puerto Aventuras existed because people needed it, not because anyone had authorised it. Six hundred plated units operating inside defined polygons is a larger, more secure service than an unknown number of unplated ones, and it gives drivers something they did not have, which is legal standing to work.

By May 2026 more than four hundred and fifty units had been plated across the regularisation programme, and IMOVEQROO has said it is looking at bringing some eleven thousand mototaxis across the state into the same framework. Puerto Aventuras and Playa del Carmen are the two places where the work has moved fastest.

Why it matters more here than elsewhere

Puerto Aventuras is a gated marina and resort development in the municipality of Solidaridad, and it is not laid out like a town. It is a long, low development strung along a marina and a golf course, with residential areas set back from the water. Distances inside it are awkward on foot and trivial by mototaxi, and the people who make the place function daily are the ones making those journeys.

Anywhere else a transport decision is infrastructure news. In a community organised the way this one is, it is closer to a utility.

The marina underneath it

The marina is the reason the development exists. It has a hundred and ten slips on the north side and thirty three on the south, and takes vessels from fifteen feet to a hundred and forty. That upper figure is the one that shapes the place, because a berth for a boat that size implies a certain kind of owner and a certain kind of shoreside service.

More than four thousand six hundred million pesos of private investment has been announced for Puerto Aventuras over a five year horizon, alongside new residential projects. Announced is doing a lot of work in that sentence, and we would treat it as an intention rather than a number to plan around, but the direction is not in doubt.

The other number for this coast

Solidaridad is the municipality worst affected by sargassum in Quintana Roo. State clean up figures put it at roughly twenty six thousand tonnes removed by the end of June 2026, close to a third of the state total. That is the honest counterweight to the investment figure, and it is the variable most likely to shape a season here. Puerto Aventuras sits between Playa del Carmen and Tulum, with the airport at one end and the marina at the other, and it has spent most of its life as a quiet alternative to both.
