Which Tulum neighborhoods have paved roads, steady power and city water?

Honestly: we have not recorded road surface, power reliability or water supply for any Tulum neighborhood, and we will not guess. From our book we can say which zones are built out, which are mostly unbuilt, and which sit on the coast. Services change street by street here, so confirm on a site visit and in the developer's connection documents.
Tulum grew faster than its services did, and that is the most useful fact on this page. Two houses on neighboring streets in the same zone can have a paved road and a sascab track, a municipal water connection and a well with a tank, a stable electricity supply and one that drops in a storm. Any page that gives you a tidy green tick per neighborhood is describing a brochure, not the ground. We would rather tell you what we know, mark what we do not, and show you how to check the one street that matters: yours.
What we can say, zone by zone
The table below is Tulum Land and Property's working knowledge as of October 26, 2026. The first two columns come from our own live listings (counts taken October 26, 2026, leaving out listings marked sold): a zone where most of our listings are finished homes is one where you can see the services for yourself, and a zone where most are pre-construction is one where the developer's documents are the evidence. The last three columns are the question in the headline. Where we have not recorded an answer, the cell says so.
| Neighborhood | What our book shows | Coast or inland | Paved roads | Steady power | City water |
|---|---|---|---|---|---|
| Aldea Zama | Most built-out zone we list: 94 of 103 listings finished | Inland | not recorded | not recorded | not recorded |

| Tankah Bay, Soliman Bay | Mostly finished beachfront: 10 of 18 complete in Tankah Bay, 8 of 9 in Soliman Bay | Coast | not recorded | not recorded | not recorded |

"Not recorded" means exactly that. It does not mean the service is missing, and it does not mean it is there. It means nobody on our team has written down a street-by-street answer we would put our name to, and we are not going to type one from memory to fill a table.
What we do know about the difference it makes
One thing in the market commentary we track is worth repeating because it is about price, not plumbing. A well-priced one or two bedroom in a finished, serviced pocket of Aldea Zama or La Veleta finds a buyer; a unit on an unpaved street, or in an oversupplied pocket of Region 15, sits. We do not publish how many days either takes, because we have not counted it ourselves and the published figures could not be re-sourced when we checked in September 2026. The direction is the part we would stand behind: the road outside is part of the price, whether the listing says so or not.
That cuts the other way too. Region 15 is a priority zone for us and also contains some of the slowest-moving pockets in Tulum. Both are true, and the street decides which one you are buying into. The name of the zone tells you almost nothing; the asking prices in it run across a forty-fold spread for exactly that reason.
How to check the street you are buying on
Visit, twice. Once in daylight to see the road surface from the main avenue to the gate, not just the last fifty meters, and once after rain if the season allows; a sascab track and a paved one behave very differently wet. Ask the neighbors what the power did in the last storm. This is the one check nothing on this page replaces.

Ask for the connection documents. For a finished home: the current electricity bill and the water bill or, if the water comes from a well, the well permit and the tank and pump arrangement. For a pre-construction purchase: the developer's documents showing that power and water connections for the project exist or are approved, not planned. A developer who can only show a rendering of the road has not built it.
Have the notario check what a visit cannot. A notario (a government-appointed notary who is the legal authority on the transaction, not a US-style notary) verifies title and liens; the state of the services is not in that scope, but whether the land is private and titled is, and in Tulum that question and the services question often arrive together.
Treat "city water" as a question, not a label. On this coast a connection to the municipal network, a private well, and a delivered-and-tanked supply are three different things with three different running costs. Ask which one, in writing.
What this page does not do
It does not rank neighborhoods, because we have no data to rank them on. It does not say a zone is "fully serviced", because no zone we list is uniformly anything. And it will change: when we have written up the street-level notes for a zone, the cells above stop saying "not recorded" and start carrying a date.
This page is general information from Tulum Land and Property's own observation of the neighborhoods we list, not a survey and not advice. Confirm the services on any property on a site visit and in its connection documents, and confirm the purchase itself with the notario and with your own adviser.
