In the first week of December a 57 room hotel opens on the Tulum coast with a recording studio in it. That is the unusual part. Hotels with beach clubs are not news here; a hotel built around a production facility, opened under an agreement with the United Nations' tourism agency and named in the same breath as the federal government's Tulum Renace plan, is a different kind of arrival, and it is the first of its kind in Mexico.

The project is the UMusic Hotel and Beach Club Tulum. It was announced from Tulum on 27 August by an alliance of seven parties: UN Tourism, UMusic Hospitality and Lifestyle, the Mexican developers Inmobilia and Thor Urbana, the federal tourism ministry, the government of Quintana Roo, and UMusic Beach Clubs and Lifestyle, a joint venture between UMusic Hospitality and the IMI Group that will operate it. Inmobilia is the developer. The numbers published are 57 keys, a beach club with capacity for 800 people, and what the release calls a creative hub: dedicated recording studios and content production facilities on the same site as the rooms.

What the UN has to do with a hotel

UN Tourism's role is not money. It is an agreement. The agency has a memorandum of understanding with UMusic Hospitality and the Center for Music Ecosystems, a research body that works on music as an economic sector, and Tulum is the first place in Mexico where that memorandum is being put into a building. Natalia Bayona, UN Tourism's executive director, framed it in her own terms at the launch: music, she said, has enormous power to generate employment, strengthen communities and transform destinations.

The federal government's interest is Tulum Renace, the strategy published in July that runs to 128 actions across regulation, environment, promotion and infrastructure, and which we set out in August. The tourism secretary, Josefina Rodríguez Zamora, described the hotel as part of an effort to foster tourism where culture and talent transform the destination. The state's line, from the governor's office, was that between jungle, sea, cenotes and centuries of Maya history Tulum has a reputation few destinations can match, and that music adds one more layer to it.

Strip the language away and the commitment is this: a year round programme of concerts, recordings and cultural events run from the hotel, intended to give the town a reason to be visited in the months when nothing else is on. Maxi Johal, chairman of the IMI Group, was the most concrete of the speakers, describing what opens in December as a five star barefoot luxury hotel and beach club.

The hotel sits on the beach side of Tulum, with an 800 capacity beach club; the studios are the part no other hotel here has.

Zamna's official hotel

The second announcement came on 12 September, when Zamna named UMusic its official hotel for the tenth anniversary season, which runs 31 December to 10 January. The terms published are narrow. Hotel guests get access to the VIP areas at Zamna's nights, and Zamna keeps a dedicated presence at the hotel. Robert Lavia, chief executive of UMusic Hospitality, said the partnership lets the two companies create a more connected experience for fans while giving artists the studios and stages to make new work. There is no room block for ticket holders, no published rate, and no stated number of events a year. What exists is the link between the town's biggest winter draw and a hotel that opens three weeks before it starts.

What is not yet known

A fair amount. No investment figure has been published for the hotel, and no job count. The exact position on the coast has not been given beyond the beach side of town. The rate has not been announced. And the promise the whole project rests on, a calendar that runs through the summer as well as the winter, is exactly the promise that Tulum's music economy has made before and not kept: May to October is the stretch a year round programme would have to fill, and it is the stretch with nothing on it. A hotel with 57 rooms cannot fill it alone. What it can do is give artists a reason to be in Tulum in June, and a place to work when they are, which is a different mechanism from booking a headliner and hoping.

For the winter, the practical facts are simpler. The hotel opens in the first week of December. Zamna opens on 31 December. The first international flights of the season land on 25 October. Tulum's season is being assembled in public this year, date by date, and this is one more of them.
