Closing costs on a Tulum purchase usually run 6 to 10 percent of the price, all in, including the bank trust (fideicomiso) a foreign buyer needs. The percentage is lower on a high price and higher on a low one, because the trust costs are close to flat. One budget we hold, on one small purchase, came to 9.5 percent.

That range is Tulum Land and Property's own, confirmed on October 11, 2026, and it matches the published guides for Quintana Roo. Below is the one real budget we can show, so you can see what the lines are. It is one budget on one purchase, not an average.

One budget, line by line

This is a notario (a government-appointed notary who acts as the legal authority on the transaction, not a US-style notary) budget dated May 7, 2024, marked "subject to confirmation". It covers a purchase held in a bank trust, at a price of $2,528,750 MXN, about $144,500 USD at the 17.50 rate the budget uses.

LineShare of the price in this budgetAmount
Acquisition tax3.0%
Notary fees (this budget only, not a standard rate)3.5% before VAT, 4.0% with VAT
Registry items, together0.6%
Permit from Mexico's foreign ministry for the trust0.8%$19,950 MXN
Trust bank fee0.8%$21,000 MXN
Appraisal0.2%$5,800 MXN
Total as stated in the budget9.5%$240,573 MXN

The budget also lists a public registry certificate at $543 MXN and registry and closing expenses of $2,500 MXN.

Checking a statement line by line: each figure should come with its basis, so you can see which ones depend on the price.

What this budget does and does not show

It does not show a rule for the notary. The notary line is the one that varies most, and this budget's figure is higher than the 1 to 2 percent that published guides quote. We hold one budget, for a small property, and we do not know whether the fee scales with the price. A higher notary line in one budget is not a reason to expect it on yours, and a lower quote is not a warning sign. Your notario issues a statement for your own purchase, and that statement is the figure that counts.

It does show why the percentage moves with price. The permit and the trust bank fee are set as amounts in pesos, together $40,950 MXN, about $2,340 USD at the budget's rate. A fixed amount is a bigger share of a small price and a smaller share of a large one. The trust bank confirms its own fee.

What to do with a range

Plan with 6 to 10 percent and ask your notario for a written statement before you sign the promissory contract. Ask for each line, with its basis, so you can see which ones depend on the price and which do not. How the steps fall in time is on the page on how long buying in Tulum takes. This page covers costs at closing. Yearly costs such as property tax and the trust's annual fee are separate.

This page is general information, not legal or tax advice. Confirm every figure with the notario on your own transaction and with your own adviser.
